Projects Supported by University Budget 

Theoretical and Practical Problems of Implementation of the legal acts of European Union as well as Criminal Code, Code of Criminal Procedure and Code on Punishment Execution. Prof. Habil. Dr. G. Švedas. 2011–2015. 

Within the framework of this project the theoretical and practical problems of implementation of the legal acts of European Union as well as Criminal Code, Code of Criminal Procedure and Code on Punishment Execution have been analysed.

National Research Projects

Scientific research project supported by Research Council of Lithuania Challenges in Harmonizing the Integrity and Novelties of the General Part of the Criminal Code. Prof. Habil. Dr. G. Švedas (Head), Dr. P. Veršekys, Dr. J. Levon. 2015–2017. 

According to the objectives of this scientific research (through an analysis of complex nature to determine whether the General Part of the Criminal Code of Lithuania during the decade of its validity has retained its integrity and ability to ensure the key tasks raised for this legal act; to prepare the study of the amendments of the General Part of the Criminal Code of Lithuania, their legal technique, its trends and influence on the application of the legal act; to explore the influence of the international, European Union law on the growth and innovation of the General part of the Criminal Code of Lithuania) the scientific research activities have been realised.

International Research Projects 

The Role and Future of National Constitutions in European and Global Governance. Prof. Habil. Dr. G. Švedas, Assoc. Prof. Dr. I. Jarukaitis. 2014–2016.

Within the framework of this project the research activities have been realised to achieve the following objectives: 1) to carry out a comparative analysis on how constitutions reflect the transfer of powers from domestic to European and global institutions, and thus to what extent they provide legitimacy, and remain socially relevant, to the shift of the exercise of power to the transnational level; 2) to revisit constitutional values that have a continued importance in the contemporary globalising and pluralist legal setting, such as, the rule of law, legitimacy, etc.; 3) to explore the challenges increasingly highlighted in the context of global governance in relation to legitimacy, democratic control, accountability and the rule of law.

Study on minimum sanctions in the EU Member States. Prof. Habil. Dr. G. Švedas. 2014–2015.

This study on minimum sanctions in the EU Member States aimed at analysing which legal systems in the 28 EU Member States apply a concept of minimum sanctions, and how these national concepts differ from each other, particularly in relation to the degree of discretion that this concept leaves to the judiciary in sentencing, and to identify the impact, positive or negative, which minimum sanctions may have in Member States and in the EU as such.

Support to Justice Sector Reforms in the Ukraine. Prof. Habil. Dr. G. Švedas. 2015.

The aim of this project was screening of the role of the Ministry in its key competencies, assessment of strategic planning, analytical and research capabilities of the Ministry as well as of its role and performance on the operational level.

Twinning Project No. HR/2011/IB/JH/03 TWL Strengthening the work of the Judicial Academy through curriculum development and training in the use of expert witnessing (CRO WIT). Assoc. Prof. Dr. G. Juodkaitė – Granskienė. 2015.

The experts analysed Croatian regulations in using expert witnessing, existing developments in the sphere of the judiciary and judicial training. All data analysed was compared to global and Lithuanian judicial training best practices. The analysis of Croatian training system showed lack of permanent training programmes related to the use of special knowledge in criminal and civil procedures. Therefore, trainings were performed in 3 regional centres of the Judicial Academy under newly developed programme consisting of 6 training curricula, 250 judges, prosecutors were trained.

Project FP7-SEC-2013.1.6-1 – Framework and Tools for (semi) Automated Exploitation of Massive Amounts of Digital Data for Forensic Purposes - Integration Project. Assoc. Prof. Dr. G. Juodkaitė – Granskienė. 2014–2017.

Project was purposed for creation of new methodology and technique for optimization of IT examinations by means of new technologies and involvement of the customer in the examination process. During the project and after experiments AdLab and Summation technologies were integrated into the workflow, case data processing was centralised, and the customer was involved into the data review process.  Guidelines on AdLab and Summation Applications in Forensic IT Examinations were prepared and CDs containing presentations and training material for law enforcement officers developed.

Scientific Partnership in the Project Alternatives to coercive sanctions to drug law offences and drug-related crime. Dr. A. Vosyliūtė. 2015.

Scientific research represents the Study of Lithuanian laws and literature related to the alternatives to coercive sanctions in Lithuania. Searching and analyzing of statistics regarding the use of alternative sanctions and, relevant other information and data; completing the questionnaire which covered: a description of the sanctions available in Lithuania; information about the use of these sanctions in practice and evaluations of the effectiveness of these sanctions in Lithuania.

Lithuanian Legal Tradition and Dynamics of Conception of Law. Assoc. Prof. H. Šinkūnas, Prof. Dr. E. Šileikis. 2015.

In 2015 the scholars of the Department researched the following issues: holistic approach to legal research; the system of institutions adjudicating administrative sanctions; reasoning with precedents by the Constitutional Court of the Republic of Lithuania; individual constitutional complaint as an effective instrument of protection of human rights. On the whole, 19 articles were published, 3 reports were presented at various international and national conferences.

The group of researchers published 10 articles in the journal VU Scientific Works. Law and combined all of the project’s results into two versions of the collective monograph – one in Lithuanian language and a shortened version in English. Also, the final results of the study were presented at the national conference in September, 2015.

The scientific research is aimed at the analysis of the relevant legal regulation and application of the Charter of Fundamental Rights of the European Union on the national and supranational levels, as well as the determination of the problems of the protection of individual rights, and identification of the standard of fundamental rights protection within the Charter.

Data Collection and Research Service on Fundamental Rights Issues – FRANET. Dr. M. Vasiliauskas. 20142018.

The Project is aimed at legal research and providing information on human rights issues to the European Union Fundamental Rights Agency. Experts from the Law Faculty of Vilnius University: Dr. M. In 2015 the researchers have contributed to the FRA Annual Report by drafting separate parts thereof on different issues of human rights. These included racism and intolerance, rights of the child, Roma integration, EU Charter on Fundamental Rights, etc. Under this Project the information is submitted after a survey, collection and analysis of both, legislation and practice of relevant institutions of Lithuania. The members of the Project are also asked by FRA for thematic submissions on a particular aspect of human rights according to the additional inquiries.

International Scholarship in the Republic of Moldova under the Academic Fellowship Programme of the Higher Education Support Program of Open Society Foundations. Prof. Dr. D. Žalimas. 20132015.  

Within the framework of this project a number of activities outlined in the Departmental Development Plan and International Scholar Work Plan has been achieved as well as the academic meetings, reviews, consultations, workshops with the host Faculty members and students on the theme of defining programs and support measures for graduating students to integrate into professional carriers, on the using Moodle platform and IT tools in teaching law, and on the PhD and LLM students final graduation phase and international standards for academic writing have been realised.

RESEARCH PROJECTS CARRIED OUT IN 2015

Projects Supported by University Budget

The Harmonisation of Civil Law and the Results of the Convergence in Europe on Lithuanian Civil Law of Lithuania. Prof. Habil. Dr. V. Mikelėnas. 2012–2015.

Within the framework of this research the unification results of civil law and civil procedure law at European Union and international levels have been analysed as well as the influence of the unification results of civil law and civil procedure law to Lithuanian civil law system and the practical use of these achievements in reforming Lithuanian statutory law has been explored. During the research special attention was paid to Lithuanian case law analysis to determine whether Lithuanian courts refer to civil law and civil procedure law unification results.

The project’s scientific activities included meetings with the representatives of the Ministry of Economy as the institution responsible for the preparation of laws governing the legal forms of enterprises, identification of organizations operating in Lithuania, which could be relevant for cooperation according to the criteria agreed in the group, analysis of collected material for scientific project and preparation of scientific publications.

Within the framework of this national project 6 articles have been written. Also statistics about civil cases in Lithuanian cours have been analysed; some intermediate results of the project have been presented to legal practitioners in Lithuania and legal scholars in Max Planck Institute for Regulatory Procedural Law.

International Research Projects

Participation in Erasmus Strategic Partnership Project Development of Mediation Network in Civil and Criminal Cases to foster European Wide Settlements of Disputes (participating researchers: Assoc. Prof. Dr. Vigita Vėbraitė, Neringa Toleikytė).

Intensive cours of lectures for the students from Lithuania, Latvia, Estonia and Italy have been organised in Riga. 6 students from Vilnius University Faculty of Law have participated in the intensive course. Textbook on mediation has been prepared.

Participation in EU TEMPUS Programme Project Training on Alternative Dispute Resolution as an Approach for Ensuring of Human Rights.

Also partners from Ukraine and Belarus constantly are advised by the Faculty of Law staff how to prepare and organize master programmes.
