Elchononas Savičas (1921 – before 1946) was born in Šiauliai. In 1940, he graduated from the private Bialikas Jewish Gymnasium in Šiauliai. On 12 September 1940, he applied for admission to the History Department at the Faculty of Humanities of Vilnius University, but his application was denied. On 4 October 1940, Savičas reapplied to enter the Law Department at the Faculty of Law of Vilnius University and was accepted. In 1941, he applied for admission to the Philology Department at the Faculty of Humanities of Vilnius University and was admitted. On 19 September 1941, Savičas was expelled from the university by the Order of 17 September 1941 of the Department of Higher Education under the Board of Education, which was subordinate to the National Socialists. Judging by the request submitted by Elchononas’ brother to the Rector in 1946 “to issue the documents of his deceased brother”, Savičas had already passed away that year or earlier.
